History
Ciba Speciality Chemicals had owned the property from early 1990. Prior to that, the site had been in the ownership of the Clayton Aniline Company who predominantly manufactured dye products on the site
As part of a relocation exercise, Ciba had decided to dispose of the site and had approached Manchester City Council to discuss alternative uses and potential developer partners
As with all contaminated sites, Harrow Estates’ credentials and track record of safely transferring liability were a fundamental consideration to Ciba Speciality Chemicals when choosing their exit.
Approach
Given the site's employment history, the starting point for this development was to prepare a robust case for the loss of employment land in this location before moving forward with redevelopment proposals
Following the preparation of numerous baseline assessments, an outline planning application was prepared including a masterplan for 1,100 residential units and commercial development. An Environmental Statement accompanied the application comprising of water resources and flood risk assessment, social and economic impact, archaeological and historic environment assessments, planning policy assessments, design and access assessments, transport assessments, ecological assessment, noise and air quality assessments
In parallel with the application for beneficial development, a fully detailed application for remediation and the provision of a development platform suitable for residential development was submitted
The preparation of both applications included significant negotiations with the Local Planning Authority, New East Manchester Regeneration Company, local residents and other key stakeholders in the area
Consent was issued for remediation works in November 2007 and the outline application for 1100 dwellings achieved a resolution to grant in April 2008, the section 106 agreement remains in negotiation.
Status
The remediation application has been approved and a resolution to grant has been achieved in respect of the beneficial development of 1100 units
The details of a section 106 agreement remain the subject of negotiations
The demolition and clearance of all above ground structures has now been completed.
