Proposals for the redevelopment of the former Clariant Works, Calverley Lane, Horsforth

A series of community consultation events were held jointly with a neighbouring landowner in November/December 2009 and February 2010. Having reviewed the feedback, Harrow Estates submitted an outline planning application (10/04068/OT) to the Council on the 7th September 2010 for development of up to 400 residential units, a convenience shop up to 500 sq m, retention of the sports ground and pavilion, land for allotments and associated highway works. As part of our continued engagement with the local community there have been post submission meetings with local residents in October and November 2010.

A key element of the consultation with residents and officers has been around highways. One element of this has been the closure of Calverley Lane (North) to through traffic and the requirement this has for improvements to Calverley Lane (South). Following a meeting with the Highway authority on the 9 December it was clear that agreement could not be reached on the design of the Calverley Lane (South) junction. Having already explored all the alternatives at Calverley Lane (South) we have had to review the operation of the existing network and the proposal to close Caverley Lane (North).

As a result of the above, a revised scheme was formally submitted to the Council on 16 December 2010 which proposes the use of Calverley Lane (North) as a one way carriageway running eastwards to the ring road, with a footpath/cycleway along its length. The Calverley Lane (South) junction will operate as it is, with only some minor changes. The proposed improvements to Horsforth and Rodley roundabouts and pedestrian footpaths and crossings remain unchanged. Details of the revised proposals can be viewed by the links below.

Discussions with officers of Leeds City Council about the proposals are ongoing.

A series of community consultation events were held jointly with a neighbouring landowner between November 2009 and February 2011. Despite an officer recommendation to approve the application, Leeds City Council refused the proposals on the 31 March 2011. An appeal has been submitted.

As part of ongoing dialogue with officers at Leeds City Council in respect of the appeal and reasons for refusal, amended proposals for the footpath cycleway along Calverley Lane (north) have been submitted. The amended plans, which can be viewed below, once formally submitted and advertised will form part of the appeal proposals.
