Telford - Shropshire

The long industrial history of the 24 acre Capewell Works in Telford presented a variety of challenges for Harrow Estates. Previous use as a gas works, a chemical works and an automotive rubber products factory had caused considerable contamination to the soil and ground water, which had to be comprehensively assessed and dealt with before the land could be returned to beneficial use.

In planning terms the local authority’s initial reluctance to accept a change to residential development required careful consideration and negotiation.

 

  • Investigations were carried out across the site to quantify all asbestos and other contamination.
  • All redundant buildings were demolished and all below ground structures were removed.
  • A strategically important culvert crossing the site was protected throughout the works.
  • Soils and groundwater were treated and a clean capping layer was added to landscaping and garden areas to make the site suitable for future residential use.
  • Following extensive negotiation Outline Planning permission was obtained for 350 homes with a Section 106 Agreement reflective of the technical challenges on the site.
  • The site offers exceptional opportunities for recreation and will be connected to a water park and reservoir to the south, via adjacent woodland, providing excellent amenity space for residents.
  • The site was subsequently sold and is now being developed by Redrow.
