Technical Director

Mark has been the Technical Director at Harrow Estates since April 2005. 

His main responsibilities include the technical appraisal of new sites and specialises in the technical management and delivery of demolition, remediation and infrastructure provision of large, complex sites. 

Mark has more than 30 years’ experience in the industry, having begun his career as an Engineer at Redrow in 1990. Prior to taking on his role at Harrow Estates, Mark held a number of positions at David Wilson Homes before progressing to the role of Technical Director for the housebuilder in 2001. 

Mark comes from a background in Civil Engineering and has a first class undergraduate degree with honours in Civil Engineering from Bolton University.

Development Director

Steve joined the Harrow team as Development Director in 2017, having held the position in Redrow Homes since 2014 and holds responsibility for advising on the Group’s land acquisition and planning strategy, working closely with Redrow’s regional land and planning teams.

He has over 33 years’ experience in the property industry, since joining Redrow as a graduate in 1990, progressing to Land Director in 2009, a position he held for over five years.

Steve’s wider Group experience brings to the Harrow Business a greater focus on efficient delivery of viable strategic land to support the long term growth expectations of the Redrow Homes divisions.

Steve is based in Harrow’s Oxford offices which further strengthens his ability to provide support across the Southern divisions.

Steve holds a Bachelor’s degree in Residential Development from Nottingham Trent University.

Planning Director

Steve joined Harrow Estates in January 2019 as Head of Planning for the south and was appointed to the Board of Directors in July 2022.

His primary responsibility is to promote Harrow Estates’ large-scale strategic land interests in the south of England through to Local Plan allocation, and subsequently to secure planning permission on the sites. Furthermore, Steve is responsible for working with the Land department in identifying new land opportunities for the business and to appraise new sites to inform the acquisition strategy. He also works very closely with Redrow Group in managing and monitoring the forward land across 7 Redrow divisions in the South and Midlands of England and South Wales.

Steve has worked in the industry for over 18 years, beginning in local government before moving into planning consultancy before moving clientside to Taylor Wimpey before joining Harrow Estates.

Steve graduated from Liverpool John Moores University with a degree in Urban Planning and a post graduate diploma in Environmental Planning, and was elected as a member of the Royal Town Planning Institute in 2006.
